Cobblers and blacksmiths offer repair services; the cost varies depending on your Craftsmanship skill perks, which provide percentage discounts. Alternatively, you can repair shoes yourself using a Cobbler's Kit. Your Craftsmanship level determines your ability to self-repair; insufficient skill levels will prevent repairs. Cobbler's Kits are available from various vendors, including cobblers and blacksmiths, and can also be found in chests or as loot. To use a kit, access your inventory, select the kit, and choose the interact option (usually "E" on PC). This opens a menu of repairable items. Faded items indicate insufficient skill. Select items and use the interact button again to repair.
