To learn the Master Strike, you must first complete a side quest. After finishing the tutorial and gaining access to the open world, locate Bara, a beggar in Troskowitz. She'll point you towards Tomcat, initiating the "Combat Training" questline.
Find Tomcat at the Nomads' Camp (near the Cumans' Camp and Bozhena's Hut). Complete "Combat Training I," a relatively straightforward task.
