Speech Services provides speech-to-text capabilities to Google and other third-party apps, converting your spoken words into text. This functionality can be utilized by various applications, including:
• Google Maps for voice-based place searches • The Recorder App for on-device transcription of your recordings • The Phone App's Call Screen feature for real-time caller transcription • Accessibility apps like Voice Access for voice-operated device control • Dictation or keyboard apps for dictating text messages via voice • Apps with a search by voice feature for quick searches of favorite shows or songs • Language learning apps that recognize your spoken practice in a new language • ...and numerous other applications available on the Play Store
To enable Google Speech-to-Text functionality on your Android device, navigate to Settings > Apps & notifications > Default apps > Assist App. Choose Speech Services by Google as your preferred voice input engine. Google Text-to-Speech functionality
Speech Services enables apps to read the text on your screen aloud. Examples of its use include:

To activate Google Text-to-Speech functionality on your Android device, go to Settings > Languages & Input > Text-to-Speech output. Select Speech Services by Google as your preferred engine.
Note that on many Android devices, Speech Services by Google is pre-installed, but you can always update to the latest version here.
